The Human Resource Department of Twifo Hemang Lower Denkyira District Assembly is responsible for managing, developing, and maximizing the competencies of the local Government Service workforce of the Assembly.
Mandate
Manage, develop and maximize the competencies of the local Government Service workforce through policy implementation, capacity building and effective administration.

- Recruitment and staffing — handles recruitment, orientation, and placement of staff.
- Career development and Promotion — processes staff promotions, upgrading and facilitates continuous learning programs.
- Leave Management — oversees staff leave schedules to ensure compulsory leave and proper work continuity.
- Compensation and salary validation — manages payroll validation and processes retirement benefits.
- General staff welfare and Discipline — administers welfare and enforces the code of conduct.
- Records Management — manages regular updates of staff records for the Assembly.
